Builds
Layla is a Cryo supportive character. She is well performing as a Shielder and Cryo applier.
Her Skill creates a shield that lasts for 12s (it has no downtime); its DMG absorption scales with Layla's Max HP and it is by far the second strongest shield available (first is Zhongli's).
Layla is overall a good utility support, she applies a neat amount of Cryo aura and provides a resistant shield. Sadly, her damage is low and negligible even with an invested DPS build.
Skill
Although Burst is useful for applying Cryo in combat, levelling it up only increases its personal damage, which isn't anything special. Focus on her Shield's Base DMG absorption by levelling up her Skill talent.
Main stats: HP% / HP% / HP%
Sub stats: HP% > ER% > HP
Just stack as many HP as possible to strenghten her shield. Crit Rate circlet may be taken into consideration if Favonius Sword is equipped.
Around 130-150% Energy Recharge is enough to cover her requirements.

Gives a great amount of HP as well as a EM buff to the team, which can be more or less impactful.
Gives ER and a possible skill CD reset. Layla's shield has 100% uptime by default but it's useful just in case it gets destroyed before its CD ends.
Useful for ER and the occasional particle generation. Note: the passive effect doesn't trigger if Layla is not the active character
Boosts the team but doesn't give anything useful to Layla herself. Better used on other characters.
A part of the "Millennial Movement" that wanders amidst the winds.
Increases DMG by 10~20%.
When the character wielding this weapon triggers Elemental Reactions, they gain a Sigil of Rebellion. This effect can be triggered once every 0.5s and can be triggered even if said character is not on the field.
When you possess 2 Sigils of Rebellion, all of them will be consumed and all nearby party members will obtain "Millennial Movement: Song of Resistance" for 12s.
"Millennial Movement: Song of Resistance" increases Normal, Charged, and Plunging Attack DMG by 16~32% and increases ATK by 20~40%. Once this effect is triggered, you will not gain Sigils of Rebellion for 20s.
Of the many effects of the "Millennial Movement," buffs of the same type will not stack.CRIT Rate increased by 4~8%.
Gains Skypiercing Might upon using Elemental Burst: Increases Movement SPD by 10%, increases ATK SPD by 10%, and Normal and Charged hits deal additional DMG equal to 20~40% of ATK. Skypiercing Might lasts for 12s.
Layla can take full advantage from both the 2pc and 4pc tenacity effects. The 4pc effect effectively increases her Shield's DMG absorption.
Gives a little ATK buff to the team but it's less convenient compared to 4pc Tenacity.
Not really recommended but can be used as placeholders while farming for a full 4pc Tenacity.
You can also forget about the 2nd set bonus and simply put pieces with HP% on Layla.
Good for the ER%.
