Builds
Electro Support Build
Kuki Shinobu is a great Electro Applier and healer. Her damage is mostly irrelevant (except in Hyperbloom teams) so it's better to focus her build on fully supportive options.
Skill > Burst
Kuki's skill is her main source of utility and it's important to level as her healing will get better. Burst deal some damage but it shouldn't be taken into priority.
Main stats: HP or EM / HP or EM / Healing Bonus or EM
Substats: HP/EM/ER/Crit Rate
Kuki's healing is increased by both HP and EM. while HP is more valuable, EM is also an option if you're planning to run Kuki in a Hyperbloom/Overload/Electro-Charged team as she procs reactions frequently.
ER requirement is around 160% but her burst uptime isn't a priority.
Crit Rate is only useful to proc Favonius Sword's passive.

Kuki's best option is Favonius Sword, it gives her a noticeable amount of ER% and it also helps the team.
Freedom-Sworn can be used as well but it's better to give it to other characters, such as Kazuha and Jean.
A part of the "Millennial Movement" that wanders amidst the winds.
Increases DMG by 10~20%.
When the character wielding this weapon triggers Elemental Reactions, they gain a Sigil of Rebellion. This effect can be triggered once every 0.5s and can be triggered even if said character is not on the field.
When you possess 2 Sigils of Rebellion, all of them will be consumed and all nearby party members will obtain "Millennial Movement: Song of Resistance" for 12s.
"Millennial Movement: Song of Resistance" increases Normal, Charged, and Plunging Attack DMG by 16~32% and increases ATK by 20~40%. Once this effect is triggered, you will not gain Sigils of Rebellion for 20s.
Of the many effects of the "Millennial Movement," buffs of the same type will not stack. These weapons give extra EM, they can be taken into consideration if Favonius Sword is already equipped on another character or for a more DMG focussed Kuki.
Gains value when Kuki is used together with Dendro units.
It's mentioned only because its passive increases HP. Also extra points for the aesthetic.

Kuki can maintain 100% Tenacity of the Millelith uptime even at C0. This is indeed her best option.
This set greatly increases Kuki's reaction damage and partially her healing. Most recommended in a full EM build Hyperbloom team where Kuki is the main damage dealer.
These set combinations are weaker in terms of healing and supportivity but are much easier to farm.
